Loose animals- I've seen this owner several times this week with 3 dogs. Small schnauzer is on a leash, but his 2 large brown dogs are loose and do not stay with him. His license plate is NBH790- light blue Honda Fit- I have photos of owner at car with loose dogs and his license plate.
