    Citizen called in to report water coming up from the sidewalk in front of Bas Bleu downtown, in between the brick and paver. The incident is occuring near the first parking spot in front of the restaurant.

    right-of-way at this site contains a flag pole and trees. When flag is at half-staff, the flag lies in the trees which are tall and near the pole. Can pole or trees be moved to correct this?
